TORI is an enabling pilot project that proposes an innovative last-mile urban distribution model for medium-sized municipalities like Beasain. Its goal is to transform urban logistics through sustainability, social inclusion, and technological integration.
The model combines:
- Battery-free, passively operated smart lockers located in residential entrances and public spaces.
- Electric cargo bike delivery for local retail.
- An interoperable digital platform for shipment management.
- Distributed governance involving institutions, merchants, and citizens.
- The project incorporates an advanced experimental layer of connected mobility (V2X), aimed at exploring cooperative coordination between different vehicles and infrastructure in urban environments.
TORI+ represents the evolution of the initial pilot, focused on scaling and fully digitizing the model, deploying advanced monitoring tools, agent interoperability, and robust impact assessment, to generate transferable knowledge for other municipalities in Gipuzkoa.
- Optimize and decarbonize last-mile distribution, preventing unnecessary trips and operating with sustainable vehicles.
- Consolidate and scale the operating model with a wide network of lockers, users, and participating retailers, guaranteeing sufficient activity volume for data-based validation and viability as a structural public service.
- Digitize the urban distribution ecosystem through monitoring systems, intelligent electric fleet planning, and interoperable platforms.
- Measure and improve environmental and social impact using key indicators and real-time data analysis.
- Enable environments for CCAM solutions in urban logistics, integrating connected and automated mobility technologies.
- Validate territorial replicability of the model in various urban and rural contexts.

- BasqueCCAM: Sensor deployment, monitoring, and V2X module development.
- Bareak: Activation and support for local commerce.
- Beasain City Council: Institutional and territorial coordination.
- Vicomtech and the MUBIL hub participate in applied research, digitization, and replicability efforts.
TORI/TORI+ is more than an urban logistics pilot: it is a living laboratory for sustainable, connected, and inclusive mobility, designed to reinforce proximity commerce, reduce emissions, improve public space quality, and equip municipalities with tools for autonomous logistics management.
