The municipality of Beasain has recently launched the Tori! system, a home delivery service that prioritizes sustainability and convenience for citizens. This new system, promoted in collaboration with BasqueCCAM, aims to improve urban mobility and reduce environmental impact by facilitating efficient product deliveries to households.
This initiative arises as a response to the growing negative impact of traditional last-mile delivery, both in terms of traffic and the accessibility of urban public spaces—a problem exacerbated by the sharp increase in online sales.
With the goal of empowering local commerce against large platforms and optimizing last-mile delivery, Tori! is committed to an innovative model that combines smart lockers in building entrances, bicycle-based delivery for local businesses, and digitalization.

The Tori! system was launched in April 2025 as an operational pilot project, with the intention of further development and expansion in the future. The project involves BasqueCCAM, the smart locker company Normo, the bicycle delivery operator Txita, the Bareak merchants’ association, and the Beasain City Council. Its aim is to transform traditional delivery through innovative, collaborative, and environmentally friendly solutions. Thanks to this initiative, the citizens of Beasain will benefit from a more efficient and sustainable service, contributing to a cleaner and more accessible city.
BasqueCCAM plays a key role in the development of this project, not only by providing its expertise and resources but also by deploying sensors and validating both the service and its connected environment. This monitoring will enable precise measurement of the initiative’s impact in terms of mobility, efficiency, sustainability, accessibility, and user satisfaction, thus generating scalable and replicable knowledge for other municipalities.
